I agree with you that terrorists will find other ways to get cards, but buying a new card would not work in Switzerland, since you have to register at the point of sale when you buy a new prepaid card. You have to show your ID etc. Which is why my wife registers mine (she's German) - it's os much easier. As for stopping terrorists - registering phones wont stop anything!
