Owners of prepaid cards had to register themselve also in Switzerland, about one year ago. The argument for that new regulation was also the fight on terrorism, since some arab terrorists used Swisscom prepaid cards.
I agree with you that terrorists will find other ways to get cards, but buying a new card would not work in Switzerland, since you have to register at the point of sale when you buy a new prepaid card.

In Germany all prepaid phones are registered. You have to show your ID etc. Which is why my wife registers mine (she's German) - it's os much easier.
As for stopping terrorists - registering phones wont stop anything!

I had heard that the cell phone phone registration only applies to the southern three provinces. (see http://en.wikinews.org/wiki/Thailand_forces_registration_of_prepaid_phones_to_thwart_insurgency ). Can you direct me to a website or source that talks about this? I've got 2 days to go! Thanks!
